Legal Issues and Fees

There are certain fees and taxes payable by a buyer when purchasing a new property in Cape Verde. These are called completion expenses or closing costs and are impossible to predict with total accuracy

Firstly, unlike some other locations abroad in Cape Verde the declared value of the property must be 100%.

Before the deed is signed a property transfer tax or IUP must be paid, this is charged instead of VAT on properties bought. The rate is normally around 3% of the purchase price in Cape Verde and is paid to the municipality

Also around 1% of the purchase price is paid for the Notary fees. The notary is a special type of lawyer. Under Cape Verdean law, only deeds of sale approved and witnessed by a notary can be registered at the land registry. As well as validating all the necessary documents the notary also performs certain checks on the property and has some duties as a tax enforcer.

Although there is not a net % for the above fees when purchasing through The Horizon Property Group SL these charges will not exceed 6% and the lawyers fees will be 1% of the purchase price or a minimum of €1000.

To own a property in Cape Verde you also need to obtain a NIF (número de indentificaçáo fiscal) or fiscal ID number, for tax purposes. You can get this from any Cape Verdean tax office near to your property and is simply a matter of filling out an easy form and producing your passport and two passport photographs and does not cost anything.
